Our assessment: Altered
The footage has been modified to slow down Harris’ speech and to add dark bags under her eyes. The original clip presents the vice president speaking and appearing normally.

The video of Harris exhibiting slurred speech has been edited.
Harris published the original video on YouTube on November 26, almost three weeks after her defeat in the election to President-elect Donald Trump.

In the complete 13-minute video, which also featured comments from her running mate, Minnesota Governor Tim Walz, Harris addressed her supporters about the significance of continuing to advocate for their beliefs despite the defeat. She spoke at a regular pace and did not show any visible dark circles under her eyes.

Fact-check: Fabricated post from the Harris campaign alleges “racism and bigotry.”

The Democratic National Committee also posted the unedited version of the Facebook clip on X on the same day.

The individual who shared the post informed USA TODAY that they knew the video was altered when they uploaded it.
